				<content:encoded><![CDATA[<p>As many political analysts know, the Gang of Eight&#8217;s immigration bill being discussed in the Senate would permit more highly skilled workers into the country on temporary visas called H-1B visas. These new provisions, however, come with a set of stipulations for employers who wish to hire these individuals. Upon examining the stipulations outlined in the bill, it seems clear that many will find the new rules and regulations problematic.</p>
<h2>The Immigration Bill&#8217;s New Stipulations</h2>
<p>Perhaps one of the most problematic stipulations in the new immigration bill is the requirement that any employer who wishes to hire a worker <a href="http://paknews.pk/wp-content/uploads/2013/05/america2.jpg"><img class="alignright" alt="america2" src="http://paknews.pk/wp-content/uploads/2013/05/america2-300x199.jpg" width="300" height="199" /></a>on an H-1B visa must advertise the position on an Internet website. This website will be under the jurisdiction of the Department of Labor. In addition to these things, the stipulation states that the employer must offer the position to every U.S. person who applies, given that they are equally or more qualified for the job than immigrants who submit applications. According to immigration attorney Ted Ruthizer, this stipulation may be a &#8220;poison pill&#8221; for businesses who wish to hire foreign workers who have the H-1B visa.</p>
<h2>Ruthizer&#8217;s &#8220;Poison Pill&#8221; Logic</h2>
<p>To understand Ruthizer&#8217;s &#8220;poison pill&#8221; logic, one must consider the provisions it makes for American workers who apply for jobs. If an American worker applies for a position that goes to a foreign worker who has the H-1B visa, the American worker can report the event to the Department of Labor. This gives the department an opportunity to do an audit of the company&#8217;s hiring process years later. Depending on what the auditors find out during the auditing process, the company could be subject to fines. Additionally, they could be precluded from using the visa process for several years. In commenting on these possibilities, Ruthizer noted that employers may conclude that they are not prepared to look through a stack of resumes and subsequently point out the deficiencies of US applicants that entailed the hire of a skilled worker with the H-1B visa. For example, he says, what if the company&#8217;s rationale for hiring the skilled worker resulted from their being more articulate or original in their expression of ideas. The government, he says, is not likely to accept this type of reasoning.</p>
<h2>How The Immigration Bill Will Affect Companies</h2>
<p>In discussing the job-posting stipulation and all that it might entail, the staffer of Sen. Dick Durbin stated that the measure is designed to make companies demonstrate that they couldn&#8217;t find a qualified U.S. candidate for the position, thereby resulting in the foreign worker attaining the job. At this point, companies who have a substantive number of H-1B workers are already conforming to this standard. Nevertheless, Sen. Durbin&#8217;s staffer stated that they have heard from many workers who were unaware that a position was even available until it had already been given to a foreign worker.</p>
<h2>The Immigration Bill&#8217;s Controversial Element</h2>
<p>The rising controversy regarding the immigration bill and the anxiety it can create amongst the government, businesses, and workers should not come as a surprise. After all, immigration remains a virulent topic to discuss within both political or personal circles. The controversial dimension of the current debate on the issue is made even more complex when one considers that many companies have been working hard to hire more foreign workers despite the fact that recent research demonstrates that there are already skilled American workers worthy of hire.</p>
<h2>Economic Implications of Immigration</h2>
<p>While the proclivity some companies have for hiring foreign workers over U.S. citizens may seem befuddling to many, economists understand the matter. In commenting on the issue, Adam Davidson noted that economists (irrespecive of political ideology) hold that immigrants benefit the economy, whether they work illegally or legally. Concurring with this view, economist Heidi Shierholz went on to argue that the income of American families increases slightly as a result of immigration.</p>

Austin was already Texas&#8217; main gathering place for programmers, tech entrepreneurs and innovators. With the lure of Google Fiber, it&#8217;s very likely Austin will see a boom in tech startups: Kansas City, the first city where the tech giant rolled out the gigabit speed service, has seen a profusion of new tech businesses over the last year.</p>
<p>Google Fiber is priced competitively, offers download speeds up to 1,000 Mbps, and includes over 150 TV channels. Although pricing for the service in Austin has not yet been officially announced, Google says it expects to charge roughly the same amount that has been charged in Kansas City.</p>
<p>If the deal wasn&#8217;t sweet enough already, the new service includes digital video recording for up to eight channels simultaneously, as well as a Nexus 7 tablet computer configured to act as a remote for the DVR. For TV nerds, gamers, and entrepreneurs alike, the service will make Austin one of the top destinations in the country.</p>
<p>Not everyone wants to shell out money for internet service, though&#8211; even if it&#8217;s faster than any other existing ISP. That&#8217;s all right, though: Google provides nearly-free options for those who just want to jump online to check their email or read the news. In Kansas City, users who pay a one-time $300 construction cost can get free 5Mbps service for 7 years; presumably, options like these will also be available in Austin as the service rolls out.</p>
<p>What does this mean for players in the tech industry? For creative and  <a title="NJ Website Development" href="http://www.hudsonhorizons.com/" target="_blank">NJ website development</a> agencies, web development for tech startups in Austin may be an exciting opportunity. The unparalleled speeds Google is offering, combined with Austin&#8217;s innovative business culture, may allow for the creation of new technologies and heretofore-unseen business models.</p>
<p>These speeds will allow for simultaneous video and data streams of a kind consumers haven&#8217;t had access to before. These technologies may allow the expansion of browser-based web applications into an implementation of the Software as a Service model to fully compete with any other software&#8211; enterprise or transactional. The gigabit-speed internet industry will certainly expand to fill the growing demand for it; when it does, companies and individuals who have positioned themselves in Austin or aligned with companies and services which take full advantage of the groundbreaking technology may find themselves comfortably ahead of the curve.</p>
<p>It&#8217;s an exciting time for Austin natives. The combination of service and industry gives Texas&#8217;s capital city a singular view of the dawn of a new kind of internet.</p>

During a senatorial hearing on Friday, April 19th, the leading Republican member of the Senate Judiciary Committee made incendiary remarks regarding the nature of an immigration debate that is taking place in the wake of a violent tragedy. Senator Charles E. Grassley attempted to derail the conversation by demanding a heightened focus on perceived legal loopholes in the legislation. He stated the debate was fundamentally shifted by the act of terrorism that was committed.</p>
<p>The hearing was scheduled before the Senate panel before the incident occurred in Boston. It was originally meant to specifically tackle the language of a comprehensive bill that, if passed, would completely overhaul the process that immigrants face when they enter the country. Grassley directly admits in his claim that the immigrant status of the perpetrators is unknown, yet he firmly believes they exploited a flaw in the country&#8217;s current immigration laws.</p>
<p>Two suspects have been formally identified by federal authorities. The two men that are wanted in connection to the detonation are brothers who migrated to the country from Chechnya in 2003. This occurred before either of them was at the age of adulthood, and both of them arrived in the United States as derivative recipients of their father&#8217;s asylum claim. In his remarks, the Republican senator specifically targets the asylum program as an area that needs continued strengthening to be able to vigilantly filter out unwanted individuals. He claims the system has started undergoing this transformation already.</p>
<p>As the first formal negotiation, it was a tumultuous start for this ambitious legislation. While Grassley claims he is not attempting to manipulate current events for a political advantage, the senator has received reprimands from both sides of the aisle. Senator Patrick J. Leahy denounced the notion that the debate should be altered in any way. Leahy is the chairman of the Senate Judiciary Committee, and he is the senior representative from Vermont. The office of Senator Marco Rubio, a fellow Republican from Florida, quickly dismissed the idea that negotiations would be affected.</p>
<p>The bill has received staunch advocacy from President Barack Obama. It contains 844 pages of proposed changes for national immigration laws. The issues confronted by the legislation prominently include modifying the rules for deportation, heightening border security and instilling an equalized economic playing field. Proponents of the bill originally hoped to have it signed into law within six weeks; however, Grassley&#8217;s recent statement indicates the bill will face an intense legislative battle.</p>
<p>With the conditions and motivations of the fatal attacks in Boston still undetermined, the inference of a connection between this legislation and the attack is factually unfounded. Grassley&#8217;s statements are merely an attempt to dissuade public opinion from mounting in favor of the issue. He is accomplishing this by using rhetoric to attach the villainous association of a national security threat to the legislation.</p>

<h2>Rubio Must Please His Base</h2>
<p>Some in the Tea Party are displeased that Rubio is backing a bill that would create a path to citizenship for illegal aliens. The Tea Party was instrumental in backing Rubio during his Florida run for the U.S. Senate.</p>
<p>In an attempt to soften his push for immigration reform, Rubio has loaded up the proposed bill with triggers that must be engaged before he would support a bill. These triggers have allowed him several exits to bail out from immigration reform if certain conditions aren’t met.</p>
<h2>Rubio Eyes White House Run</h2>
<p>Rumors are rampant that he has his eye on a White House run in 2016. Some pundits on the left are warning that Rubio will never take the White House without Hispanic support. Conservatives are warning that he’ll never become president without their votes.</p>
<p>This balancing act between appealing to Hispanics while holding onto conservative support will be difficult. In order to appease his traditional base, Rubio has loaded up the proposed immigrant reform bill with triggers that must be engaged before he will support any compromise with the Gang of Eight. These include an employment verification system, tighter border security and a complex path to citizenship that an immigration attorney like <a title="Ed Shulman" href="http://www.s-lawgroup.com/Attorney-Profiles.htm" target="_blank">Ed Shulman</a> would need to transverse.</p>
<h2>Immigration Bill is a Trap</h2>
<p>Rubio’s supporters see the immigration bill as a trap. They believe that after a path to citizenship for illegals is granted, that the Obama Administration will ignore the features that call for border security and employment verification.</p>
<p>They do have reason for concern because the president has refused to obey the current law to secure the border. Obama’s Justice Department has actively fought states like Arizona that passed state laws to impede the illegal invasion from Mexico.</p>
<p>To calm these fears from his supporters, Rubio has pledged that he won’t support an immigration bill unless these measures are enacted first.</p>
<h2>What a Presidential Contender Must Do</h2>
<p>Illegal immigrants backers are trying to flatter Rubio into passing immigration reform, telling him that it would fix the GOP’s so-called Latino problem and earn him praise from elitists in the media and the Democrat party. Rubio, though, probably has no interest in winning praise from Democrats and the media who have attacked him viciously numerous times.</p>
<p>Even if the bipartisan bill passes in the Senate, it’s unlikely to get a hearing in the House. Rubio would win no praise from conservatives by backing a bill that the president favors.</p>
<p>If Rubio plays his cards right, he can appear to appeal to Latinos by trying to pass an immigration reform bill, while also placating his conservative base when his bill fails in the Senate. That’s what a future presidential candidate might do.</p>

<p style="text-align: justify;">Waco assistant fire Chief Don Yeager told AFP news agency that the explosion at West Fertilizer plant occurred just before 8pm, adding the cause of blast is not immediately confirmed but most probably it was an anhydrous ammonia explosion.</p>
<p style="text-align: justify;">The intensity of explosion was as much that it knocked down several nearby buildings.</p>
<p style="text-align: justify;">Firefighters, ambulances and six helicopters have been assembled to cope with the situation and injured are being rushed to local hospitals.</p>

<p style="text-align: justify;">According to sources at least 120 people are being treated. Eight people are said to be critical condition. Eight of the patients are children.</p>
<p style="text-align: justify;">Police said a third blast rocked the John F. Kennedy Library several miles away and an hour later, but no injuries were reported.</p>
<p style="text-align: justify;">Following the blasts, security officials cordoned-off the spot and cellular services in Boston have been suspended.</p>
<p style="text-align: justify;">&#8220;Any responsible individuals, any responsible groups, will feel the full weight of justice,&#8221; President Barack Obama said in a TV address. Boston &#8220;is a tough and resilient town,&#8221; he said, adding that Americans will stand by Bostonians &#8220;every single step of the way.&#8221;</p>
<p style="text-align: justify;">There was no immediate claim of the responsibility on the attack. Police have started the investigations but no suspect has been taken into the custody yet. About 27, 000 runners were partaking in the 26.2-mile race, one of the world&#8217;s oldest annual and most prestigious marathon.</p>
<p style="text-align: justify;">.Both blasts on race occurred within ten seconds between the distance of about 100 yards, turning the celebrations into a bloody scene.</p>
<p style="text-align: justify;">The consequences of blast were extremely turbulent, several spectators and at least one runner were flung to the ground, windows were shattered and a gray cloud of smoke whelmed the street. There was panic all the way, the people were screaming and blubbering.</p>
<p style="text-align: justify;">The pictures showed rescue workers carrying the wounded people to hospital via stretchers.</p>
<p style="text-align: justify;">After the initial tests, police said there were no high-grade explosive material were used in the blast and termed them as “crude explosive devices.”</p>
<p style="text-align: justify;">Meanwhile, the security in Washington, New York and other states have been beefed up while the surrounding area of White House has been closed.</p>

<p style="text-align: justify;">Pyongyang has told the foreign diplomatic missions in the country to it could not guarantee the safety of embassies and international organizations in the event conflict.</p>
<p style="text-align: justify;">North Korea’s latest move came amid to attack United States and South Korean targets, which they say is inevitable because of the sanctions of United Nations imposed for its third nuclear test in February.</p>
<p style="text-align: justify;">The US-South Korea military exercises last week and the flying of nuclear-capable B2 and B52 bombers over South, further irritated Pyongyang as it started threatening the two countries to wage an attack over them, in which it said “smaller, lighter and diversified weapons” could be used.</p>
<p style="text-align: justify;">According to some diplomatic missions, North Korea on Friday held a high-profile meeting for the foreign embassies and told them that they those who are willing to get their staff out in the wake of looming war, should submit plans to it by April 10.</p>
<p style="text-align: justify;">Britain and Russia have said that they have no immediate plans to evacuate their embassies in Pyongyang.</p>
<p style="text-align: justify;">&#8220;We are consulting international partners about these developments,&#8221; the British Foreign Office was quoted as saying by the <i>AFP</i>. &#8220;No decisions have been taken, and we have no immediate plans to withdraw our embassy.&#8221;</p>
<p style="text-align: justify;">Sergei Lavrov, the Russian Foreign Minister said Moscow was &#8220;deeply concerned about the rise of tension in the Korean peninsula.</p>
<p style="text-align: justify;">&#8220;We want to understand the reasons behind this offer,&#8221; he said. &#8220;We were interested in finding out whether this was a decision taken by the North Korean leadership to evacuate embassies, or just an offer.&#8221;</p>
<p style="text-align: justify;">South Korea’s semi-official Yonhap news agency, on the behalf of military sources, on Friday reported that two missiles North Korea moved East coast its in the &#8220;last few days,&#8221; have not been loaded into the mobile launchers and are prepared to be fired.</p>
<p style="text-align: justify;">According to U.S and South Korean officials, the missiles moved to the east coast are most probably Musudan missile, which has a 2,500-mile range and could threaten South Korea, Japan and Southeast Asia.</p>
<p style="text-align: justify;">The navy sources of South Korea told Yonhap that they are geared up to cope with the any aggression from North and Aegis destroyers equipped with advanced radar systems have been sent to both of its coasts in this regard.</p>
<p style="text-align: justify;">Responding to the threats of nuclear strike by North Korea, ruled by 30-year old Kim Jong-un, US on Thursday confirmed to deploy a missile defense system to Guam.</p>
<p style="text-align: justify;">Pyongyang, who, describing the nuclear weapons as its “life” announced to restart its ,main nuclear reactor that was shut down five years ago as part of a deal US, China and four other nations earlier this week, termed the joint US-South Korea military drills as ‘provocation,‘ and accused former for pushing the region to the “brink of war.”</p>

Deciding what to do about the 11 million undocumented workers in America has created an atmosphere of competing interests and changing lines that make it difficult to determine who will come out as the political “winner” and political “loser” if a bill finally passes.</p>
<h2>The Democrats</h2>
<p>The Democrats have been vocal proponents of immigration reform legislation, not only for bringing undocumented workers out of the shadows of the society and economy, but also to curry favor with the burgeoning Hispanic vote. Within their own ranks, Democrats have had to overcome the opposition of labor groups who worry about wage reductions and competition for jobs if a guest worker program is part of the bill. Other groups have concerns about crime and drugs flowing into the country if suitable background checks are not an integral part of the reform package.</p>
<h2>The Republicans</h2>
<p>Many members of the Republican Party have had to be dragged unwillingly to the table on the issue of immigration reform. Many members of the Tea Party contingent of the Republican Party stand firmly against giving legitimate status to people who have committed an illegal act to get into the country. However, the problem of children under the age of 18 who were brought into the country through no fault of their own presents a separate problem for these anti-immigration reformers. These children have grown up in the American culture and often have no memory or ties to the land of their parents. They are American in all but paperwork. Denying them a reasonable path to citizenship strikes many Americans as severely lacking in compassion and understanding of their predicament. Some Republicans have recognized the political benefit in finding a way to integrate these children of immigrants into plans for reform.</p>
<h2>The Special Interests</h2>
<p>States with strong Hispanic influence are generally in support of the bill. However, these same states often have a strong Republican influence that causes a great deal of conflict and tension on the issue. In addition, some American citizens must deal with legal cases, such as those handled by the <a title="Shulman Law Group " href="http://www.s-lawgroup.com/Practice-Areas.htm" target="_blank">Shulman Law Group</a> to try to prevent the separation of families through deportation. The unions have viewed the influx of undocumented workers as a problem for construction workers and others who have depended on Big Labor to protect their interests. Meanwhile, the Chamber of Commerce deals with the need for these workers in a variety of different industries. All these issues have begun to come together to force the need for reform.</p>
<h2>The Political Players</h2>
<p>Who will ultimately benefit from the public debate on immigration reform is less clear. Republican candidates like Senator Marco Rubio of Florida has begun to take a public stand in favor of immigration reform. It is believed his position will ultimately help him on the national stage. President Obama’s strong support of immigration reform should give him additional credibility in the polls, but his status as a lame-duck president may not translate to more support for the Democratic Party in the future.</p>
